La Conférence Suisse d'Informatique (CSI) regroupe l'ensemble des Directions informatiques cantonales et des grandes villes Suisse. L'un de ses objectifs est la promotion de la collaboration entre les administrations dans la mise en place de solutions informatiques.

Le groupe de travail OSS a mis en place une plate-forme collaborative basée sur les méthodes de travail communautaires afin d'aider les administrations à partager leurs solutions et leurs forces de travail tout en encourageant la philosophie Open Source.

Mutualisation des solutions métiers entre les administrations publiques suisses dans une perspective Open Source

Les licences payées pour les logiciels propriétaires ne pèsent guère que 3 à 5% des coûts informatiques des collectivités publiques. Le plus grand gisement d'économies (> 40%) réside dans le partage des solutions métiers très spécifiques au secteur public. C'est pourquoi le Canton de Vaud s'est fortement engagé pour faire accepter par la Conférence suisse de l'informatique (CSI) une licence compatible avec la GNU GPL et le droit suisse de la propriété intellectuelle. Cela implique naturellement que les développements mutualisés dans ce cadre le soient à partir de solutions OSS et dans le plus strict respect des standards et protocoles ouverts. Des "pools d'utilisateurs" doivent se constituer autour de chacune de ces solutions métiers. La forge constituée au sein de la CSI est l'outil sur lequel ces pools pourront s'appuyer pour les développer. Le canton de Vaud a d'ores et déjà décidé de partager plusieurs solutions dans des domaines aussi variés que la gestion des consommations d'énergie dans les bâtiments (TENER), l'évaluation écologique de projets de construction (Sméo), l'édition de formulaires électroniques (eForms) et la gestion des workflows administratifs (CAMAC), le cadastre géologique 3D ou encore le recensement des jardins historiques.

Free Software comes in three waves. First wave purposes to entertain imagination : it means the famous communities and their hackers. Second wave is called "Open Source" : industrials realize that common development of reliable component represents R&D savings. Third wave already began : on the ground of professional software, customers realize they can mutualize and pilot developments.

PloneGov - Portal for cantons and communities

Across the world several million regions, cities and local governments are faced with the same situations and challenges in terms of e-government. So why not unite their efforts?

We are creating a collaborative software ecosystem, where government organizations, non-profits and the private sector work together to share the cost of enhanced capabilities. The larger the community that shares the applications, the more potential benefits derived by each participant. Improvements to the software may be provided or funded by any organization. All participating organizations benefit from any one’s contributions at no additional cost and with no restrictions.

The objective is to deliver tools for public administrations and on-line web services to citizens most effectively and efficiently by reducing or eliminating the duplication of effort between localities through sharing and collaboration. We enable governments to benefit from greater technological independence and together build tools that are truly suited to their own needs.

PloneGov success results from a close collaboration between public organizations, open source communities and PME, an international non-profit network for companies building open source solutions. Initiated by small towns, PloneGov is open to all type of collaborations. It already reaches cities, regions, parliaments and administrations. Truly international, the project spans over 3 continents and reaches 20 countries.

LiMux & WollMux: Free Software in Munich

Munich's LiMux project increases the use of free software within the 14,000 PCs of the administration. Challenges are the integration of the linux client, the availability of business applications and the migration to OpenOffice.org.

Next gen Portals: how OpenSocial standard adds social to the mix

OpenSocial is a standard for the social web managed by the OpenSocial foundation. It offers an API to develop application that are compatible across multiple platforms using HTML, JavaScript, XML, and REST. After one year of existence the standard has been implemented by more than 20 containers, is used by more than 600 million users and more than 7500 applications have been developed for it. The session will start with an overview of what is OpenSocial and it's ecosystem (social networks, developers, enterprise vendors). We will continue with a general summary of the differences between the Portlet 2.0 specification and the OpenSocial gadgets.
